RAWLINS, Wyo. — The Bureau of Land Management is moving a southeast Wyoming carbon storage project into its next phase, putting federally managed underground pore space to productive use while supporting domestic carbon management infrastructure.
The BLM Rawlins Field Office offered Tallgrass Energy a right-of-way grant for the Southeast Wyoming Carbon Dioxide Sequestration Project in Laramie County. The grant would allow Tallgrass Energy to use federally managed underground pore space to permanently store carbon dioxide after the company receives necessary state authorizations. The Wyoming Department of Environmental Quality permits and regulates the Class VI injection wells needed for the project.

“This milestone shows how the responsible management of federal resources can support infrastructure development while ensuring that projects advance through the appropriate regulatory processes,” said Andrew Kauppila, BLM Rawlins field manager. “The project puts federal lands to productive use while promoting investment and economic growth in Wyoming.”
The right-of-way grant offer marks the next step following the BLM’s April 2025, decision approving the Southeast Wyoming Carbon Dioxide Sequestration Project. That decision authorized Tallgrass Energy to use approximately 480 acres of federal pore space to permanently store carbon dioxide. The BLM completed an environmental review before approving the project.
The project uses the BLM-administered federal pore space and does not currently include surface infrastructure on BLM-managed public lands.
