A major wind-to-ammonia project in Atlantic Canada is moving through regulatory review, with its developers targeting global export markets and a final investment decision within the next few years.
Exploits Valley Renewable Energy Corporation (EVREC), a joint venture between Abraxas Power Corp. and EDF power solutions, filed its environmental impact statement (EIS) on May 15, 2026, for its wind-to-hydrogen and green ammonia project in Central Newfoundland, Canada. The filing covers a project designed to produce approximately 180,000 tonnes per year of renewable hydrogen and up to one million tonnes per year of RFNBO-certified green ammonia for export.

The project is expected to draw on more than 3 gigawatts of onshore wind generation, backed by energy storage and related infrastructure. Located near the deep-water Port of Botwood, the site is positioned to ship products directly to Western Europe. EVREC says front-end engineering design is already underway, and international offtake negotiations are in progress. A final investment decision is expected between 2026 and 2030.
The EIS was prepared under guidelines from the Newfoundland and Labrador Department of Environment and Climate Change and reflects environmental, technical, and socio-economic studies conducted across the full project lifecycle. The assessment covers construction, operations, maintenance, and decommissioning, and examines factors including wildlife, water resources, air quality, land use, and vegetation.

The filing follows an extension of EVREC's land reserves, announced in February 2026. The project holds access to more than 300 square kilometers of Crown lands in Central Newfoundland, secured in 2023 after competing projects in the region lost their reserves for failing to pay required fees.
The EVREC project fits into Canada's wider push to become a leading exporter of clean hydrogen and ammonia. In August 2022, Canada and Germany signed a joint declaration of intent establishing a transatlantic hydrogen supply corridor, with the goal of shipping Canadian-produced green hydrogen to German markets. The two governments subsequently launched a joint €400 million double-sided auction to provide funding support for Canadian green hydrogen projects selling into Germany.
EVREC's Atlantic location is well-suited to that ambition. The Port of Botwood offers year-round, deep-water access, and the project is already targeting EU RFNBO certification to meet European regulatory requirements for green fuel imports.
EVREC is a joint venture between Abraxas Power Corp. and EDF power solutions, developing a large-scale wind-powered green hydrogen and ammonia project in Central Newfoundland. At full capacity, the project is projected to offset over 1.5 million tonnes of CO2 annually, with a CAD 14 billion total investment expected to contribute CAD 9.3 billion to GDP and generate more than 40,700 person-years of employment.
