CF Industries Holdings, Inc. has received the permits needed to begin construction on its Blue Point low-carbon ammonia complex in Ascension Parish, Louisiana, with civil work on the project, estimated by industry trackers at roughly $4 billion, set to start this month.
The State of Louisiana and the U.S. Army Corps of Engineers issued the civil construction permits in July for the ammonia plant and its common infrastructure, clearing the way for the project to move from permitting into active construction.

Blue Point is being developed through the Blue Point One joint venture, formed in April 2025 between CF Industries and two Japanese partners, JERA Co., Inc. and Mitsui & Co., Ltd. CF Industries holds a 40% stake in the venture, JERA holds 35%, and Mitsui holds 25%, with each partner funding construction according to its ownership share.
The facility will use autothermal reforming technology paired with a carbon dioxide dehydration and compression unit to prepare captured CO2 for transportation and permanent sequestration. Once complete, the plant is designed to capture more than 95% of the carbon dioxide generated during ammonia production and produce approximately 1.4 million metric tons of low-carbon ammonia per year, with startup targeted for 2029.

CF Industries expects total capital expenditures of approximately $1.3 billion in 2026, with roughly $600 million tied to the Blue Point One joint venture and about $150 million supporting the wholly owned common facilities at the site. Excluding funds contributed by JERA and Mitsui, the company projects its own 2026 capital spending at approximately $950 million.
Once online, a portion of Blue Point's output is expected to reach export markets in Japan, alongside supply for CF Industries' own North American network, according to trade outlet Gasworld. The project adds to CF Industries' broader carbon capture push, which also includes an active CCS operation at its Donaldsonville, Louisiana, complex and a second CCS project planned at its Yazoo City, Mississippi, facility.
Once operational, Blue Point is expected to rank among the world's largest low-carbon ammonia facilities, supplying markets in fertilizer, emissions abatement, and industrial energy applications.
CF Industries manufactures hydrogen and nitrogen products used in fertilizer, emissions abatement, and other industrial applications. The company operates manufacturing complexes in the United States, Canada, and the United Kingdom, alongside a distribution network across North America, and has said it aims to decarbonize its ammonia production network, the world's largest, to supply low-carbon hydrogen and nitrogen products globally.
