Brussels – On 20 March 2026, in accordance with the Decree of 29 March 2024 on the transport of carbon dioxide via pipelines in the Flemish Region, the Flemish government appointed [Fluxys](fluxys.com/en) c‑grid Antwerp as the local CO₂ network operator for the Antwerp port area.

The designation as “LCNO” (Local CO₂ Network Operator) for the Antwerp port area is an important step toward decarbonising the industry.
Established as a subsidiary of Fluxys Belgium (70%) together with Pipelink (20%) and Air Liquide (10%), Fluxys c‑grid Antwerp is developing an open‑access CO₂ pipeline network in the Antwerp port area. Through this network, industrial players inside and outside the port capturing CO₂, will gain structural access to permanent storage sites in the North Sea, including via the Antwerp@C CO₂ Export Hub project. The construction of this infrastructure is currently ongoing.
Following the appointment of Fluxys c‑grid, another subsidiary of Fluxys Belgium, as “CO₂ Network Operator” in both Wallonia and Flanders, this new designation represents another key milestone in building a CO₂ transport network in Belgium. It also supports the cross‑border development of infrastructure connecting industry in Belgium and neighbouring countries such as Germany with permanent storage facilities in the North Sea.
In cooperation with the relevant authorities, work will continue to provide customer‑oriented and affordable services in a market still in its early stages.
Pascal De Buck, Chairman of the Board and CEO of Fluxys c-grid Antwerp: “I am pleased that the Flemish authorities have appointed us as “LCNO”, operator of the CO₂ pipeline network in the Antwerp port area, for the next 20 years. This follows the recognition of Fluxys c‑grid in 2025 by both the Walloon and Flemish Regions for the development of a CO₂ transport network.
With Fluxys c‑grid Antwerp, we aim to fully support society in achieving decarbonisation. We provide the industry in the port area and beyond with the CO₂ transport infrastructure it needs, thereby helping maintain industrial activity in Europe while keeping climate goals firmly in sight.”
Map of the long-term vision of Fluxys for CO2 infrastructure in Belgium.
Fluxys c‑grid Antwerp was established in 2025 as a subsidiary of Fluxys Belgium, which holds a 70% majority share. Pipelink and Air Liquide hold 20% and 10% respectively.
Fluxys c‑grid Antwerp develops, builds and operates an open‑access CO₂ pipeline network in the Antwerp port area, providing industrial activities with structural access to permanent storage locations in the North Sea.
