The Global Cement and Concrete Association (GCCA) and the Global CCS Institute are delighted to announce the signing of a Memorandum of Understanding (MOU). The agreement establishes a framework between the two organisations to advance the development and scale-up of carbon capture and storage (CCS) across the global cement and concrete sector, further recognising the critical importance of CCS in achieving industry and global climate goals.
The GCCA, whose members operate in nearly every country and account for a significant share of global cement production, will leverage the Institute’s specialist knowledge as a leading carbon capture and storage think tank. The two year partnership will work to accelerate industrial decarbonisation through shared outreach, thought leadership, capacity building and stakeholder engagement to support CCS as a key mitigation option for the cement industry.

Marking the first major milestone under the MOU, the parties will convene a high-level roundtable bringing together industry leaders and key stakeholders to enhance collaboration and accelerate progress on shared priorities and initiatives.
Announced at the GCCA’s CEO Strategic Dialogue 2026, Thomas Guillot, Chief Executive of the GCCA, commented: “The cement and concrete industry has been making progress to achieve its mission to fully decarbonise, utilising a variety of technologies and mechanisms. We know that carbon capture and storage is a crucial lever for the industry to get there and we know that the technology works. Through working more closely with the GCCSI we are looking forward to helping our members reach their net zero goals more quickly through the use of CCS project pathways, including crucial policy outreach.”
“Cement producers around the world are working to reduce emissions while continuing to supply a material that is essential to building resilient and safe infrastructure, and CCS will be an important part of that effort,” said Jarad Daniels, CEO of the Global CCS Institute. “Through this partnership, we aim to support the industry by sharing expertise, fostering dialogue, and creating the conditions needed for CCS projects to succeed.”
The newly established roundtable will constitute representatives from all key stakeholder groups to ensure optimal efficacy and impact in catalysing investment in cement sector decarbonisation.

The GCCA and its members account for the majority of global cement production capacity outside of China, as well as a growing number of Chinese manufacturers. Member companies have committed to reducing and ultimately eliminating CO2 emissions in concrete, which currently account for around 7% globally, through implementation of the GCCA’s Concrete Future 2050 Net Zero Roadmap – the first heavy industry to set out such a detailed plan.
