Construction of the $8.5 billion NEOM Green Hydrogen Project is complete, with commissioning under way ahead of planned commercial operations in 2027
Construction work on the $8.5 billion NEOM Green Hydrogen Project at Oxagon has been completed, with the facility now entering the commissioning stage ahead of commercial operations expected in 2027.
The project is being developed by NEOM Green Hydrogen Company (NGHC), a joint venture between Saudi-listed Acwa, US industrial gases group Air Products and NEOM.

Dr. Samir Serhan, CEO of Acwa, said during a recent earnings call that construction had been completed and commissioning activities were now under way.
Once fully operational, the facility is expected to become the world’s largest green hydrogen plant, producing up to 600 tonnes of carbon-free hydrogen per day.
The hydrogen will be converted into green ammonia for export to international markets.
NGHC said the development is intended to demonstrate how green hydrogen can be produced at commercial scale using renewable electricity.
The project will be powered by up to 4GW of combined solar and wind generation.
In March, NGHC said its renewable energy infrastructure, including the wind farm, solar facility and transmission grid, had reached approximately 95% completion.
At the time, the company said the renewable generation assets were targeted for completion by mid-2026, followed by commissioning of the electrolyser systems.
First green ammonia production remains planned for 2027.
Located at Oxagon within NEOM, the development forms one of Saudi Arabia’s largest investments in green hydrogen and supports the Kingdom’s wider ambitions to establish an export-oriented clean energy industry.
