Octopus Energy Plans $6B SAF Plant in Nova Scotia

Octopus Energy Generation, a UK-based renewable energy investment firm, is committing up to $6 billion to build a sustainable aviation fuel (SAF) facility in Nova Scotia, Canada. What Is Nova Sustainable Fuels Planning to Build in Goldboro?

Nova Sustainable Fuels, the Canadian subsidiary of Octopus Energy Generation, plans to build a $6 billion renewable energy park at Goldboro on Nova Scotia's Eastern Shore. The site sits on coastal industrial land in Guysborough County, chosen for its deep-water access and proximity to Nova Scotia's forest industries.

Construction is expected to take approximately three years, with a final investment decision in 2028 and first operations targeted by 2031. The facility has a 50-year design life. Nova Scotia's environment minister granted conditional approval in December 2025. Additional regulatory sign-offs are still needed before construction begins.

Nova Scotia is over 75% forested, giving the project a steady local biomass supply. Nova Sustainable Fuels aims to convert that underutilized resource into high-value sustainable aviation fuel rather than exporting it as low-value wood chips.

How Does the Biomass-to-SAF Process Actually Work?

The plant will process approximately 750,000 tonnes of forestry residues each year, according to Nova Sustainable Fuels. Feedstock includes branches, bark, and wet wood from Nova Scotia's existing forest industries. Gasification technology breaks that material into hydrogen and carbon components.

Green hydrogen produced via water electrolysis is combined with the gasification outputs to synthesize methanol. That methanol is then upgraded into SAF, creating a drop-in fuel compatible with existing aircraft and fueling infrastructure, requiring no modifications. Nova Sustainable Fuels projects lifecycle greenhouse gas savings of more than 85% compared to conventional jet fuel.

A co-located wind and solar installation of more than one gigawatt will power the entire facility. A second environmental assessment for the renewable energy component is expected to be filed in 2027.

Annual SAF output is targeted at 165,000 tonnes, making Goldboro one of the largest single-site biomass-to-SAF projects announced globally. North American SAF production capacity has scaled rapidly, but projects of this size remain rare.

Why Is Europe the Primary Market for This Canadian SAF?

EU regulations effective January 1, 2025 require aviation fuel at EU airports to contain a minimum of 2% SAF, under Regulation (EU) 2023/2405, rising to 6% by 2030 and 20% by 2035. The World Economic Forum projects global SAF demand will reach 17 million tonnes per year by 2030.

The Goldboro site's coastal location makes it ideal for exporting to Europe. Nova Sustainable Fuels plans to build new marine infrastructure at the site to load product carriers for overseas buyers. European airlines face tightening SAF mandates in the years ahead, creating durable long-term demand.

As of 2024, SAF represented just 0.53% of global jet fuel use, according to the European Union Aviation Safety Agency (EASA). Corporate demand signals from SAF buyers are accelerating, but supply has not kept pace. Goldboro's projected 165,000-tonne annual output would make a real contribution to closing that gap.

What Does This Investment Mean for Nova Scotia's Economy?

The project is expected to generate approximately 1,000 construction jobs and around 80 permanent positions once operational, per Bioenergy News. Much of Nova Scotia's residue biomass currently leaves as low-value wood chips. This facility turns that same material into a globally traded clean fuel.

The Goldboro site's deep-water coastal access allows biomass to arrive by barge and SAF to ship out by product carrier. That logistical advantage, combined with Nova Scotia's over 75% forest cover, gives the project a durable feedstock foundation. North American SAF and biofuel policy has continued to evolve, while Canada's own decarbonization commitments provide additional regulatory support for clean fuel projects.

What Comes Next for the Goldboro SAF Plant?

The next milestone is the final investment decision in 2028, followed by a three-year construction period. A second environmental assessment covering the wind and solar farm is expected in 2027. First SAF production is targeted for 2031.

The WEF projects global SAF demand at 17 million tonnes per year by 2030. At that scale, large-volume projects like Goldboro are not just supplementary options. They are necessary infrastructure. Canada's growing clean energy momentum makes this a well-timed commitment from a credible backer.

Octopus Energy Generation's $6 billion investment signals real confidence in the long-term economics of sustainable aviation fuel. EU mandates are locking in decades of demand. The Goldboro project is positioned to deliver clean jet fuel to European skies for the next five decades.
